SeaSeaS awards McDermott pre-FEED Contract for Open-Access liquid CO₂ terminal in the Port of Amsterdam

ROTTERDAM, March 10, 2026

SeaSeaS, a CO₂ logistics and infrastructure development company, has awarded McDermott the pre-front-end-engineering and design (Pre-FEED) contract of a first-of-a-kind open-access liquid CO₂ terminal to be built in the Port of Amsterdam.

The terminal is being developed as a multimodal CO₂ accumulation and export hub, designed to receive liquefied CO₂ from industrial emitters in the Netherlands and Germany via rail, river barges, and trucks with onward transport to offshore North Sea storage sites via seagoing vessels.

By combining SeaSeaS’ CO₂ logistics and infrastructure development focus with McDermott’s global front-end engineering and project delivery capabilities, the collaboration aims to accelerate concept definition, technical maturation and investment readiness of the project towards taking FID by 2027.

Access to offshore CO₂ storage in the North Sea

Europe’s industrial decarbonisation trajectory requires a rapid scale-up of carbon capture, transport and storage infrastructure. EU policy frameworks under the Net-Zero Industry Act set a target of at least 50 million tonnes per year of CO₂ injection capacity by 2030, with significantly higher volumes required by 2040 and 2050.

SeaSeaS Amsterdam is designed to support emitters that are not directly connected to CO₂ pipeline systems. The open-access terminal concept allows industrial companies to aggregate volumes and access multiple offshore storage sinks via ship transport, while also enabling potential future integration with regional CO₂ pipeline networks and connection to supply  future Carbon Capturing and Utilization (CCU) initiatives in the port .

The project was awarded a TSE (Topsector Energy) Industry Studies grant from the Dutch Government in December 2025 to support its development toward investment decision readiness.

Pre-FEED

The pre-FEED represents the pre-engineering stage prior to a strategic investment decision (SID). Under the contract, McDermott will perform basic engineering and design services to define and optimise the technical specification of the plant as well as cost estimating services.  SeaSeaS will continue to lead project development, stakeholder engagement, commercial structuring and permitting strategy.

McDermott will support technical development activities including:

  • Concept definition and design basis development
  • Pre-FEED and FEED planning
  • Cost estimating and execution strategy
  • Technical input for permitting documentation
  • Preparation for procurement and construction phases

The parties intend to structure the development phase to support a bankable project framework aligned with industrial customer requirements and future CO₂ transport and storage integration.

Strengthening the Dutch CO₂ ecosystem

The announcement comes amid broader momentum in Dutch and European carbon management infrastructure. National climate targets and industrial policy frameworks increasingly recognise the importance of CO₂ transport and storage systems in achieving emissions reductions while maintaining industrial competitiveness.

SeaSeaS Amsterdam is positioned to complement existing and planned CO₂ supply chains by offering multimodal flexibility and aggregation capabilities, particularly for inland and mid-sized industrial emitters.

SeaSeaS is working closely with The Port of Amsterdam and NZKG, parties that are actively developing CO₂ network initiatives, reinforcing the region’s role in Europe’s emerging carbon management landscape.
